About the Role

We are seeking an experienced SI Project Manager to support the mobilisation and delivery of a number of strategically important initiatives within the Commercial Issuing transformation portfolio.

The successful candidate will provide experienced delivery leadership across complex business, technology, regulatory and platform change. The role will require the ability to take initiatives from definition and mobilisation through to delivery and implementation, establishing clear governance, scope, plans, dependencies and ownership.

The portfolio includes initiatives covering Currency Equalisation, ICCP on BIP, Commercial Issuing transformation and PSD3 mobilisation, with significant dependencies across Product, Technology, Operations, Finance, Controls, Schemes, suppliers and third-party platforms.

This is an opportunity for a delivery-focused Project Manager to operate in a complex and fast-moving environment where strong governance, stakeholder management and integrated planning are critical.

Key Responsibilities

• Lead the mobilisation and delivery of complex Commercial Issuing initiatives, ensuring clear ownership, governance and delivery outcomes.
• Define and establish project scope, objectives, milestones, deliverables, resources, costs and success criteria.
• Develop and maintain integrated delivery plans covering business, product, technology, testing, operations, controls and implementation activity.
• Work with Product and Business stakeholders to define customer and business outcomes and translate these into executable delivery plans.
• Establish appropriate project governance, reporting structures, forums, decision-making routes and stakeholder engagement models.
• Manage complex dependencies across Commercial Issuing, BIP, technology platforms, APIs, servicing platforms, schemes and third-party suppliers.
• Coordinate delivery across internal teams and external partners, ensuring clear accountability and effective communication.
• Manage RAID, risks, issues, assumptions, dependencies and decisions, escalating appropriately where required.
• Establish and maintain financial forecasts, resource plans, costs and financial governance.
• Coordinate business and technology testing activity, including SIT, end-to-end testing, OAT, deployment and operational readiness, where applicable.
• Ensure customer, operational, technology, regulatory and control impacts are appropriately identified and managed.
• Support the development of business cases and secure stakeholder agreement to scope, delivery approach and investment.
• Manage changes to scope and requirements while maintaining delivery momentum and programme control.
• Provide clear and concise reporting to senior stakeholders and governance forums.
• Coordinate regulatory mobilisation and impact assessment activity where required, including PSD3-related requirements.
• Ensure initiatives are appropriately sequenced and aligned with the wider Commercial Issuing and BIP roadmap.
• Identify and proactively manage competing implementation demands and cross-programme dependencies.
• Drive initiatives through mobilisation, design, delivery, implementation and closure, ensuring appropriate handover into business-as-usual operations.

Key Areas of Delivery

The Project Manager may be required to support initiatives including:

Currency Equalisation

• Complete mobilisation and establish delivery governance.
• Finalise scope, currencies in scope, milestones, costs and resource requirements.
• Establish the integrated delivery plan and manage dependencies with Visa CTA, BIP Issuing, schemes and technology teams.
• Coordinate Business, Product, Operations, Technology, Finance and Control stakeholders.
• Provide delivery ownership through implementation and closure.

ICCP / BIP

• Mobilise ICCP as a clearly governed delivery workstream within BIP.
• Confirm scope, outcomes and sequencing against the wider BIP Issuing roadmap.
• Establish integrated planning across Product, Technology, Schemes, Testing, Operations and Controls.
• Manage dependencies involving Mastercard, ICCP/Track, TSYS/FIS, BIP, BOLT, APIs and servicing platforms.
• Coordinate testing, deployment and operational readiness.
• Manage supplier engagement, financials, RAID and governance reporting.

Commercial Issuing Initiatives

• Work with Product and Business stakeholders to define customer and business outcomes.
• Establish formal project scope, sponsorship, governance and delivery approach.
• Assess impacts across customer journeys, Commercial Issuing products, platforms, servicing, reporting, operations and controls.
• Establish delivery milestones, costs, resource requirements and financial treatment.
• Identify supplier, technology and data dependencies.
• Drive initiatives from definition and mobilisation through to implementation.

PSD3 Mobilisation

• Establish Commercial Issuing's end-to-end PSD3 mobilisation and governance.
• Coordinate impact assessments across Product, Fraud, Financial Crime, Operations, Technology, Legal, Compliance and Controls.
• Consolidate requirements and gap analyses into an integrated delivery scope.
• Distinguish activities that can progress ahead of final regulatory clarity from those dependent on confirmed requirements.
• Establish the delivery roadmap, implementation milestones, costs and resource plan.
• Manage regulatory, technology, data, customer, operational and third-party dependencies.
• Track interpretation and scope changes while maintaining mobilisation momentum.
• Maintain RAID, governance, financial forecasting and executive reporting.
• Ensure Commercial Issuing is prepared with a robust and executable compliance plan as requirements become confirmed.

Essential Experience

• Proven experience as a Project Manager / Senior Project Manager delivering complex transformation initiatives.
• Strong experience operating within financial services, banking, payments or a similarly regulated environment.
• Demonstrable experience leading project mobilisation, definition and delivery.
• Strong track record of managing complex cross-functional programmes involving Business, Product, Technology and Operations.
• Experience managing multiple workstreams, dependencies, suppliers and third-party stakeholders.
• Strong project governance, planning, RAID and financial management experience.
• Experience developing and maintaining integrated delivery plans.
• Strong stakeholder management skills, including the ability to engage with senior stakeholders and governance forums.
• Experience managing technology, platform, data and operational dependencies.
• Strong understanding of project delivery methodologies and governance frameworks.
• Ability to work effectively in an environment where requirements, scope and operating models are still evolving.
• Excellent communication, organisation and problem-solving skills.
• Ability to take ownership, provide structure and drive delivery in a time-critical environment.

Desirable Experience

• Commercial or Corporate Banking experience.
• Experience within Issuing, Acquiring, Cards or Payments.
• Experience with BIP, ARIC, ICCP, TSYS/FIS, Visa or Mastercard environments.
• Experience of regulatory change programmes, particularly PSD3 or comparable financial services regulation.
• Experience of large-scale platform migration or technology transformation.
• Experience working with third-party suppliers and system integrators.
• Experience of testing and implementation programmes, including SIT, OAT and operational readiness.
• Experience working within Agile or transitioning-to-Agile delivery environments.
